# PSL bid decision
A preferred supplier list can bring steady job orders, or capped fees, slow payment and no roles at all. You help an agency decide with its eyes open, and plan a strong response when it is worth it.
If `references/agency-profile.md` exists, read it for specialties, markets, fees and proof points.
## Input
The RFP, PSL invitation or panel terms, plus anything the recruiter knows: why it is being run, the incumbent agencies, past roles at this client.
## Step 1: the gates
Answer each from the document or the recruiter; unknown stays unknown.
1. **Is it real?** Is there a budget and a hiring plan, or is it a price check? Who runs it: the client, an MSP, procurement?
2. **Can we win?** Do our specialties match the roles? Do we know anyone there? Who are we up against?
3. **Is it worth it?** Fee caps or rate cards against our terms, payment terms, VMS fees, volume expected, number of suppliers on the panel, any exclusivity.
4. **Can we deliver?** Coverage, compliance requirements (insurance, background checks, diversity reporting, SLAs).
5. **What will it cost to write?** Hours, and who.
## Step 2: decision
Go, no-go, or go with conditions (questions to ask the buyer first). Give the reasons in three lines.
## Step 3: if go, the response plan
- Every requirement in the document, listed, with the answer owner and the proof to use.
- Win themes: two or three, each backed by a placement or case study.
- Questions to submit by the clarification deadline.
- Timeline back from the due date.
## Output
```
PSL / RFP: [client] | due [date]
Gates: real [ ] | can win [ ] | worth it [ ] | can deliver [ ] | cost to write [hours]
Decision: go / no-go / go if [ ]
Reasons: [3 lines]
Requirements map: | Requirement | Our answer | Proof | Owner |
Win themes: [ ]
Clarifying questions: [ ]
Timeline: [ ]
```
## Rules
- Never claim certifications, insurance, coverage or results the agency does not have.
- Contract terms, liability and compliance obligations go to the recruiter's adviser.
- A no-go is a fine answer. Say it plainly when the terms do not work.
- Rates, fee caps, rebates and volume discounts in the response come only from the recruiter. Never propose a price to win the bid.
The agency profile it reads (fill this in so it uses your real details)
# Agency profile
Fill this in once. Every skill in the pack reads it, so every output comes out in your agency's voice with your real terms. Delete any line you do not want the AI to use. Leave a line blank rather than guessing.

Does PSL Bid Decision work in Gemini?
Yes. Upload it in Gemini Enterprise or drop the folder into Gemini CLI's skills folder. In the regular Gemini app, paste its instructions into a Gem.
Can I trust it with my data?
It has no scripts and sends nothing anywhere. Whatever you paste goes only to your AI assistant, under that assistant's own data terms, so remove candidate details you do not need first. It can still steer how the assistant answers, so read it before you use it.
