Breezy HR’s Bootstrap plan is free forever with unlimited users, a branded careers site and posting to 50+ boards. It allows one active position at a time and full access only to candidates added in the last 30 days, which suits a business that closes each role before opening the next.
Zoho Recruit’s free edition covers one active job and one recruiter license, including interview scheduling. Its pricing page says the trial drops back to the free plan instead of locking your data.
Dover’s free ATS is the most generous we found, with unlimited users and jobs, 100+ job board integrations and Gmail and Outlook integration. Premium is $199 a month and adds LinkedIn job posts and AI scoring.
Freshworks halted Freshteam renewals from March 7, 2026, with a transition ending April 2027, so we left Freshteam out.
When is the ATS inside Gusto or BambooHR enough?
The hiring module in your payroll or HR suite is enough when you hire a handful of people a year and want new hires to flow straight into payroll. It falls short when you need automated candidate emails or self scheduling.
Gusto Recruiting
Gusto’s help center says Gusto Recruiting is included at no extra cost on Plus and Premium. It includes a company job board, free syndication to 100+ boards including LinkedIn, ZipRecruiter and Google Jobs, scorecards, offer letters and import into onboarding. The same page says interview scheduling and email templates are not included, and Gusto sends no automated emails to applicants.
On Gusto’s pricing page, Simple is $49 a month plus $6 per person and Plus is $80 a month plus $12 per person. For 10 people that is $109 versus $200 a month, so unlocking Recruiting costs roughly $91 a month, and Plus also adds multistate payroll and time tracking.
BambooHR hiring
BambooHR’s Core plan includes candidate records, job posting to leading boards and social networks, and email and offer letter templates. Companies with 25 employees or fewer pay a flat $250 a month; above that, Core starts at $10.25 per employee per month. That is expensive for hiring alone but good value as a full HR system.
Rippling and Paychex
Rippling and Paychex also offer hiring features but quote prices. Ask whether applicant tracking is already in your bundle.
What is the per job vs per seat vs flat pricing trap?
The trap is buying a model that punishes the way your business grows. Adding interviewers hurts under per seat pricing, opening many roles hurts under per job pricing, and growing headcount hurts under headcount bands. A common forum complaint is paying $300 a month in months with no hires.
Per seat
Manatal charges $15 per user a month on annual billing, cheap for one owner but multiplied by every recruiter seat. Hiring managers are unlimited, so check who counts as a paid user.

Betterteam’s flat plans start at $39 a month for one job post and up to 25 candidates, with yearly billing 50 percent cheaper. JazzHR, Breezy HR and Recooty also use flat plans with caps on active jobs.
Headcount band
Workable’s Standard plan shows $299 a month for companies with 1 to 20 employees, presented as its recruiting and HR bundle, and rises with each employee band, so the bill grows with the company even if hiring does not.

JazzHR
JazzHR’s Hero plan is $1,000 a year billed annually, Plus is $3,480 and Pro is $5,508, with offers and electronic signatures on Pro. Standard pricing excludes agencies, franchises, multilocation businesses and organizations above 250 employees.
Manatal
Manatal’s Professional plan is $15 per user a month on annual billing or $19 monthly, with up to 15 jobs and 10,000 candidates. It is the lowest published paid price we found for a full ATS.

Homerun, Recruitee and Teamtailor
Homerun’s Core plan is €109 a month on an annual contract for 3 job slots, priced in euros or pounds only. Recruitee’s Start plan includes 5 active job posts but showed no readable price when we checked, and Teamtailor quotes every customer.
Indeed and ZipRecruiter
