“Not stated” means the vendor’s pricing page does not publish that limit, so ask before you rely on it. Zoho Recruit’s paid prices load through a calculator we could not read, so check the figure for your region on its pricing page.

Dover, Breezy HR and Flowmingo publish unlimited users on their free plans, which matters when hiring managers and interviewers all need a login. Breezy’s Bootstrap plan pairs unlimited users with one active job or candidate pool, a branded careers site, posting to 50 plus boards and resume parsing in 20 plus languages. The catch is that Bootstrap gives full access only to candidates added within the last 30 days.

Which free ATS suits a one person recruiting desk?

Giig Hire and Recruitly are built for agencies and solo recruiters. Giig Hire’s Free Forever plan covers one user with unlimited candidates, CVs, jobs and clients, plus job, business development and interview pipelines, but CV parsing starts on the €14.60 Starter plan. Open source applicant tracking systems are worth it when someone on your team can host, patch and back up a web application, and you value owning the data over polish. They are rarely worth it for a small business with no technical help, because the licence is free but the upkeep is not.

OpenCATS is the best known option: a free, community maintained ATS and recruiting CRM that you host yourself, currently at release v0.11.1. Its own documentation is candid about the trade offs. There is no help desk, security is your responsibility, resume parsing and search were lost over time and replaced by skill tagging, the built in calendar cannot sync with outside calendars, and bulk recruiting features are missing. It does include a careers page, candidate questionnaires, an XML feed to some large job boards, email templates and unlimited users.

Practitioners echo that picture. In an r/selfhosted thread about finding a self hosted ATS, one user called OpenCATS a legend that feels dated, and another asked whether a plain spreadsheet would do the job.

OrangeHRM Starter is a free, open source HR system with a recruitment (ATS) module alongside employee records, leave, time tracking and performance. The Starter edition can run on OrangeHRM’s cloud or be downloaded and self hosted with full source code access. It suits a company that wants basic HR and basic hiring in one free system; it is not built for agency recruiting.

Recruitly is cheap for one user but steps up once a second recruiter joins. Run the numbers on your realistic peak, not your quiet month.
