What is benefits administration?

The yearly cycle starts with choosing plans with a broker or carrier, then running open enrollment, when employees pick or change coverage. Through the year, HR enrolls new hires within the plan's waiting period, updates coverage after life events such as marriage or a new child, and removes people who leave. Each change has to reach the carrier and payroll so deductions match coverage.

Compliance is a large part of the job. Many plans fall under federal law, such as ERISA for most private employer plans. COBRA generally requires group health plans sponsored by employers with 20 or more employees in the prior year to offer continuation coverage to people who lose coverage, such as after leaving a job, and many states have similar rules for smaller employers. Rules vary and change, and this is not legal advice.

Why it matters to recruiters

Benefits are a big part of total pay and a major reason people accept offers or stay. Errors cause real harm: an employee without coverage at the doctor, wrong payroll deductions or missed legal notices. For recruiters, knowing how benefits work helps explain an offer clearly and answer candidate questions. For small HR teams, good administration saves hours and reduces risk.

An example from a recruiting desk

A 45 person company runs benefits on spreadsheets and emails to the broker. A new hire's enrollment is missed and she finds out at a pharmacy. The HR manager moves to a benefits administration platform connected to payroll. In this example new hires enroll online during onboarding, changes flow to the carrier automatically and deductions match coverage every pay period.

Tips that help

  • Put benefit eligibility dates and waiting periods into your onboarding checklist.
  • Reconcile carrier bills with payroll deductions every month.
  • Give candidates a clear benefits summary with the offer letter.
  • Keep a calendar of required notices and open enrollment deadlines.

Mistakes to avoid

  • Forgetting to end coverage and send continuation notices when an employee leaves.
  • Letting enrollment changes sit in email instead of reaching the carrier and payroll.

Frequently asked questions

What does benefits administration include?

It includes choosing and renewing plans, enrolling new hires, running open enrollment, processing life event changes, ending coverage when people leave, sending required notices, reconciling carrier bills with payroll and answering employee questions. Many companies use software or a broker to handle parts of the work.

Who handles benefits administration in a small company?

In small companies it usually falls to an HR generalist, office manager or the owner, often with help from an insurance broker. Some small businesses use a professional employer organization, which handles benefits and payroll under a shared arrangement, or benefits software connected to payroll.

What is open enrollment?

Open enrollment is the yearly window when employees can sign up for, change or drop benefit plans without a qualifying life event. Outside that window, changes are usually allowed only after events such as marriage, a birth or loss of other coverage. Employers set the dates with their carriers.
