Quick answer: The Bullhorn implementation partners most staffing firms shortlist in 2026 are Kyloe Partners, GEAR Partners, 1218 Global, Broad & Madison, Newbury Partners, VRP Consulting, Recruitech Solutions and Bullhorn’s own consulting team. Kyloe and GEAR have the deepest implementation records, with more than 450 and more than 400 Bullhorn rollouts respectively. VRP is the pick if you run Bullhorn for Salesforce, and Broad & Madison is the pick if your priority is Bullhorn’s AI tools.
The part most buyers miss: a Bullhorn certified consultant is not the same as an implementation partner. Bullhorn’s own consultant rules say certified consultants advise but do not execute implementations. The build itself goes to a systems integrator.
Who this is for: staffing and recruitment agency owners, operations leaders and Bullhorn admins choosing who should set up, migrate or fix their Bullhorn system.
Which Bullhorn implementation partners are worth a call?
Eight firms stand out because each one is listed on the Bullhorn Marketplace or named by Bullhorn itself, and each publishes what it actually does inside Bullhorn. The table sorts them by the job they are best at, so you can call two or three instead of eight.
| Partner | Best for | Regions served | Track record they publish |
|---|---|---|---|
| Kyloe Partners | Migrations, mergers and full implementations | North America, UK and Ireland, Asia Pacific | 450+ implementations, 1,000+ customers managed |
| GEAR Partners | US staffing firms and rescuing stalled projects | North America | 400+ implementations |
| 1218 Global | Enterprise rollouts and legacy system integrations | Worldwide | Bullhorn enterprise partner since 2015 |
| Broad & Madison | Fractional admin, data cleanup and Bullhorn AI | North America, Europe, Asia Pacific | Founder led thousands of Bullhorn implementations |
| Newbury Partners | Managed services, analytics and AI governance | UK and international | Implementation, migration and managed service plans |
| VRP Consulting | Bullhorn for Salesforce and optimization | US, UK, Germany | 200+ Bullhorn projects, 50+ clean implementations |
| Recruitech Solutions | Asia Pacific agencies and back office links | Asia Pacific | Over a decade of in agency experience |
| Bullhorn Consulting Services | Enterprise transformation straight from the vendor | Worldwide | Bullhorn’s own product team and roadmap access |
None of the eight publish a price list. Every engagement is scoped and quoted, so plan to get two written quotes before you commit. You can compare Bullhorn itself against other agency systems on the Bullhorn listing.
What does a Bullhorn implementation partner actually do?
A Bullhorn implementation partner configures the system to match how your desk works, moves your old data in, connects the tools around it and trains your recruiters. Bullhorn calls these firms systems integrators, and the marketplace files them under an Implement and Integrate category with a Systems Integrator tag.
The typical scope covers five jobs:
- Configuration. Fields, pipeline stages, placement workflows, templates and user permissions.
- Data migration. Moving candidates, contacts, companies, jobs and placements out of your old ATS without duplicates.
- Integrations. Payroll, VMS feeds, job boards, BI tools and anything else on the marketplace.
- Automation. Setting up Bullhorn Automation (formerly Herefish) campaigns and triggers.
- Training and adoption. Getting recruiters to log activity in Bullhorn instead of spreadsheets.
One rule trips people up. Under the Bullhorn consultant program, certified consultants offer strategy and process advice but are explicitly not allowed to carry out implementations. They can manage the project, but a certified systems integrator does the technical build. If someone pitches you as a “certified Bullhorn consultant”, ask which integrator will do the actual configuration.
How do the eight Bullhorn partners compare?
Kyloe Partners
Kyloe calls itself Bullhorn’s longest standing systems integrator, and its Kyloe marketplace profile lists more than 450 Bullhorn implementations and more than 1,000 Bullhorn customers under management. Its services cover new implementations, data migrations, system merges after acquisitions, divestments, process reviews and Bullhorn Automation setup. Kyloe also sells its own add on software for document automation, call capture and onboarding, which Bullhorn featured for small agencies in July 2026.
Choose Kyloe if you are merging two agencies onto one Bullhorn database or moving off a legacy system with years of messy records.
GEAR Partners
GEAR is a North American firm that combines Bullhorn implementation with staff augmentation. Its GEAR marketplace profile cites more than 400 Bullhorn implementations and 30 years of staffing operations experience. GEAR covers the ATS and CRM, onboarding, back office, data migration and automation, and it runs health assessments that score adoption, usage and data quality on an existing system.
Choose GEAR if you are a US staffing firm, or a previous rollout went badly and you need someone to recover it.
1218 Global
1218 has worked with Bullhorn on enterprise customers since a 2015 partnership announcement focused on change management and custom development. Today its 1218 marketplace profile lists implementation, custom integrations with legacy systems, data migration and field matching, custom dashboards, training and managed services, for both standard Bullhorn and Bullhorn Recruitment Cloud.
Choose 1218 if you are a large firm that needs Bullhorn wired into an older back office or ERP.
Broad & Madison
Broad & Madison works as an embedded Bullhorn team rather than a one off project shop. Its Broad & Madison profile describes a fractional admin service, a managed digital workforce service for Bullhorn Amplify called Dispatch, and a data quality program called Clean. The founder, Brendan Robinson, led thousands of Bullhorn implementations over more than 15 years, and the firm describes itself as Bullhorn’s first official AI partner.
Choose Broad & Madison if you do not have a full time Bullhorn admin, or you want help putting Bullhorn’s AI agents to work.
Newbury Partners
Newbury is a staffing technology consultancy built around Bullhorn. According to its Newbury partner page, it handles first time implementations, migrations from legacy systems and optimization, then keeps going with managed service plans named Navigator and OSO. It also builds analytics on Microsoft Fabric and offers AI governance frameworks for staffing companies.
Choose Newbury if you want reporting and AI governance handled by the same firm that runs your Bullhorn.
VRP Consulting
VRP is the specialist for firms that run Bullhorn alongside Salesforce, or run Bullhorn for Salesforce itself. Bullhorn has used VRP for its own Salesforce app development, and VRP’s Bullhorn optimization services page lists more than 200 Bullhorn projects, including more than 50 clean implementations. Its focus is fixing an existing setup step by step: aligning configuration, stabilizing payroll, VMS and BI integrations, and building executive reporting. One client, Fuse Recruitment, reported saving 8 to 10 hours per recruiter per week.
Choose VRP if your sales team lives in Salesforce and your recruiters live in Bullhorn, and the two do not talk.
Recruitech Solutions
Recruitech is an Asia Pacific partner run by people with more than a decade of agency experience. Its Recruitech marketplace profile lists implementation and configuration, data migration, API integration, custom reporting, payroll and finance integration, and hands on training. Its stated goal is to make clients self sufficient on Bullhorn rather than dependent on a consultant.
Choose Recruitech if you are an Australian or wider Asia Pacific agency and want local hours and local payroll knowledge.
Bullhorn Consulting Services
Bullhorn runs its own consulting team for larger customers. When Bullhorn expanded the team, it split the work into three practices: adoption and optimization, business transformation (including post merger alignment), and enterprise architecture. Its pitch is direct access to the product roadmap, which no outside partner can match.
Choose Bullhorn directly if you are an enterprise customer planning a multi year roadmap and want the vendor accountable for the result.
Do small agencies need an implementation partner at all?
Many small agencies do not. Bullhorn’s week by week guide, published in July 2026, says most small agencies go live within about two weeks, and the setup includes migration of up to 15,000 candidate, company and contact records. How much help you get depends on your plan:
| Bullhorn plan | Who does the setup | Support included |
|---|---|---|
| Starter and Core | You, through the self paced OnRamp portal | One kickoff call and one consulting call |
| Pro | A dedicated Bullhorn product consultant | Guided setup plus two follow up calls |
| Max | Scoped separately in your quote | Depends on the contract |
A partner starts to earn its fee when your data is older or bigger than that, when you are merging firms, when you need back office or VMS integrations, or when nobody inside the agency owns Bullhorn day to day.
How should you choose between Bullhorn partners?
Bullhorn’s own partner selection framework boils the decision down to three questions, and they still hold up.
- Have they served firms like yours? Ask for references at your size and in your vertical, whether that is IT contract, light industrial or healthcare staffing.
- Do they know the products you bought? ATS and CRM, Bullhorn One, back office and onboarding, Bullhorn Automation and VMS sync are different skill sets. Confirm they have shipped each one you own.
- What relationship do you want? A fixed project with an end date, ongoing change management, or an embedded admin who stays. Kyloe and GEAR lean toward projects; Broad & Madison and Newbury lean toward ongoing service.
Add two questions of your own: who exactly will be on your project, and what happens to your data if the migration goes wrong halfway through.
Quick answers
How long does a Bullhorn implementation take?
Small agencies on standard plans usually go live in about two weeks, according to Bullhorn. Larger firms with migrations, integrations or mergers run longer, and partners scope the timeline in their quote.
How much does a Bullhorn implementation partner cost?
None of the eight partners publish prices. Every engagement is quoted on scope, so ask at least two partners to quote the same written requirements.
Can a certified Bullhorn consultant implement Bullhorn?
No. Bullhorn’s consultant program lets certified consultants advise and manage projects, but the technical implementation must go through a certified systems integrator.
Which partner is best for Bullhorn for Salesforce?
VRP Consulting. It has built Salesforce apps for Bullhorn itself and specializes in connecting Bullhorn recruiting data with Salesforce sales pipelines.
Who can help us use Bullhorn’s AI tools?
Broad & Madison runs a managed service for Bullhorn Amplify and calls itself Bullhorn’s first official AI partner. Newbury Partners also offers AI governance for staffing firms.
Who handles a Bullhorn migration after an acquisition?
Kyloe Partners lists system merges, acquisitions and divestments as core services, and Bullhorn’s own consulting team covers post merger alignment for enterprise customers.
